Work-to-rule for fair treatment

The work-to-rule action, organized in the context of negotiations for the renewal of the collective bargaining agreement of the International School of Luxembourg Asbl (ISL), which began this Monday morning, is supported by the majority of staff involved.

Over 120 teachers gathered in front of the Forum Geesseknäppchen to march together in a cortege with their staff and union representatives to the ISL building, to begin their work at the time specified in the collective agreement.

The negotiations that started in September 2015 have so far been unsuccessful on the essential points - the organization of working time and wage increases. Indeed, the Human Ressources Committee (HRC), the body which negotiates for the Board of Governors of the association, made proposals that are unacceptable for the staff. Neither the adjustment of working time to the realities, nor a wage increase requested by the OGBL and the LCGB, have been taken into consideration. On the contrary, the HRC rejected the proposal on working time and requested a restructuring of teachers’ schedules to lengthen their careers and to spread the total amount over more years - work longer to earn the same amount. For the other staff, no change is offered, except two additional steps at the end of the career. The only offer put on the table is a single payment.

The staff members, who feel treated with disdain and an utter lack of respect, have rejected the offer of the HRC and supported the unions’ demands during a survey. They announced this to the Board at a meeting last Wednesday.

To underline its determination, teachers, supported by other staff, will continue the work-to-rule action all week, namely begin work at 8:25 am and end at 3:40 pm. Unless the negotiations, that will take place on Wednesday, improve the situation.

The signatory unions would like to thank the staff for their commendable discipline.

Grève du zèle pour un traitement juste

La grève du zèle, organisée dans le cadre des négociations pour le renouvellement de la convention collective du travail de l’International School of Luxembourg Asbl (ISL), qui a commencé ce lundi matin, est soutenue par la majorité du personnel en cause.

Plus de 120 professeurs se sont réunis devant le Forum Geesseknäppchen pour se diriger ensemble avec leurs délégués du personnel et leurs représentants syndicaux en cortège vers le bâtiment de l’ISL pour y commencer leur travail à l’heure indiquée dans la convention collective.

Les négociations, qui ont débuté en septembre 2015, n’ont jusqu’à présent pas porté de fruits sur les points essentiels - l’organisation du temps de travail et l’augmentation des salaires. En effet, le “Human Ressources Committee” (HRC), organe qui négocie pour le Conseil d’administration de l’association, a fait des propositions non acceptables pour le personnel. Ni l’ajustement du temps de travail aux réalités, ni une augmentation des salaires, demandés par les syndicats OGBL et LCGB, ont été pris en considération. Bien au contraire, le HRC a rejeté la proposition concernant le temps de travail et a demandé une restructuration des barèmes du personnel enseignant afin de rallonger leurs carrières et d’étaler la somme totale sur davantage d’années – travailler plus longtemps pour gagner la même chose. Pour les autres personnels, à part deux échelons supplémentaires en fin de carrière, aucun changement n’est offert. La seule offre mise sur table est un paiement unique.

Le personnel, qui se sent traité avec dédain et avec un manque de respect profond, a, dans le cadre d’une enquête, rejeté l’offre du HRC et soutenu les revendications syndicales. Il en a fait part au CA lors d’une réunion mercredi dernier.

Pour souligner sa détermination, le personnel enseignant, soutenu par les autres personnels, fera la grève du zèle durant toute la semaine, c. à d. commencera son travail à 8h25 et le terminera à 15h40. Sauf si les négociations, qui auront lieu ce mercredi, améliorent la situation.

Les syndicats signataires tiennent à remercier le personnel pour sa discipline méritoire.

Dienst nach Vorschrift für eine faire Behandlung

Die Aktion „Dienst nach Vorschrift“, die im Rahmen der Verhandlungen zur Erneuerung des Kollektivvertrags der International School of Luxembourg Asbl (ISL) organisiert wurde und am heutigen Montagmorgen begonnen hat, wird von der Mehrheit der betroffenen Arbeitnehmer unterstützt.

Mehr als 120 Lehrkräfte versammelten sich vor dem Forum Geesseknäppchen, um zusammen mit ihren Personal- und Gewerkschaftsvertretern zum ISL-Gebäude zu gehen, um ihre Arbeit zu der im Kollektivvertrag festgelegten Zeit aufzunehmen.

Die Verhandlungen, die im September 2015 begannen, blieben bislang in den wesentlichen Punkten, Arbeitszeitorganisation und Lohnerhöhung, ergebnislos. Das "Human Ressources Committee" (HRC), das für den Vorstand der Vereinigung verhandelt, hat in der Tat Vorschläge unterbreitet, die für das Personal nicht akzeptabel sind. Weder die Anpassung der Arbeitszeit an die realen Gegebenheiten, noch die Lohnerhöhung die von den Gewerkschaften OGBL und LCGB gefordert wurden, wurden berücksichtigt. Stattdessen verwarf das HRC den Vorschlag zur Arbeitszeit und forderte eine Neustrukturierung der Lehrer-Lohntabellen, um ihre Laufbahnen zu verlängern und die Gesamtsumme auf mehr Jahre zu verteilen - länger arbeiten, um das gleiche zu verdienen. Für alle anderen Beschäftigten wurde keine Änderung angeboten, mit Ausnahme von zwei zusätzlichen Lohnstufen am Ende der Laufbahn. Das einzige Angebot, das sich derzeit auf dem Tisch befindet, ist eine einmalige Zahlung.

Das Personal, das sich mit Verachtung und einem tiefen Mangel an Respekt behandelt fühlt, hat im Rahmen einer Umfrage, das Angebot des HRC abgelehnt und die Forderungen der Gewerkschaften unterstützt, und dem Vorstand dies auch in einer Sitzung am letzten Mittwoch mitgeteilt.

Um seine Entschlossenheit zu unterstreichen, wird die Lehrerschaft, unterstützt durch die anderen Personalmitglieder, die ganze Woche Dienst nach Vorschrift machen, d.h. um 8:25 Uhr seine Arbeit aufnehmen und diese um 15:40 Uhr beenden. Es sei denn, die Verhandlungen, die am Mittwoch stattfinden, tragen zur Verbesserung der Situation bei.

Die unterzeichnenden Gewerkschaften möchten dem Personal für die lobenswerte Disziplin danken.
